Why Apple Watch backups do not restore activity history

I have owned my Apple Watch since the Apple Watch debuted over a year ago. Since that time, I have reset my iPhone and had an upgrade. Every time I have had either of these done, and my Apple Watch WAS backed up properly(as Apple guidelines say to do), i get everything back except for my activity history. Why is this? Even after updating to the newest update, WatchOS 3.0, I still lost all my activity history. Can someone explain what is going on, or why this keeps happening?

Hi

For Activity and Health data to be included in an iPhone backup (which also includes your watch backup), it must be encrypted.

Backups made via iTunes without choosing the option to Encrypt iPhone backup do not include Health or Activity data. iCloud backups are encrypted as standard.
